Tony Pulis has been looking to sign a left back all summer due to Chris Brunt's injury
Galloway signed for Everton from MK Dons in the summer of 2014 and has so far made 21 appearances for the Blues.
The 20-year-old becomes the fourth Everton player to go out on loan, joining Luke Garbutt, Conor Grant and Russell Griffiths who have moved to Wigan Athletic, Ipswich Town and Cheltenham Town respectively.
Galloway broke into the Everton first-team last year under Roberto Martinez and impressed at left back in Leighton Baines' absence.
But the England youth international, whose primary position is centre back, has seen his chances of game time limited due to the arrival of Ashley Williams.
Galloway is highly thought-of at Everton and attracted interest from Newcastle
West Brom boss Tony Pulis has been hunting a left back after Chris Brunt was injured in March and was forced to play Jonny Evans out of position.
Everton beat the Baggies 2-1 in the Premier League on Saturday with Galloway failing to make the squad.
He could make his West Brom debut when they travel to Northampton in the EFL Cup on Tuesday should Albion receive clearance in time.
